This is happening to me too, but I refuse to use a save editor. For the reasons 1.
I'm sure I will screw it up. This should be fixed by sony and blizzard. If not, not only will I not buy Reaper of souls, but probably not buy any of blizzard's games, as well kinda turns me off to sony. I love the game, but there have been far too many issues to justify spending another $60 on it. Or spending extra time just to be able able to play it. It really sucks, I've had a lot of fun and spent a lot of time on this game and starting over is not an option.
But Blizzard, gameplay aside, this has not been a good experience, please fix. (I do really want to play it). I have tried multiple fixes in this matter. From starting a new toon, to transferring gear and money to a new toon on a different account, to loading backup saves that I made each week to ensure no corruption happened (or if I played with some guys with modded gear), so I would have no issues with exporting when the time came. I have yet to be able to find a fix and at this point it makes me not want to even buy R.O.S. For Xbox One, even though I have 2 copies (PC and PS3) right now that up until this issue, I enjoyed thoroughly. I don't understand why I cant get it to work.
I've even attempted it on a different ps3 downloading my save from the cloud and trying to export that way, but no luck. All of my gear, money, paragon level, current toon level (only 1 character, Lvl60, Paragon 5), I got through hard work, determination, and a crap ton of hours playing.

Ok, worked it out and fixed it based on @nubcuk's instructions. Don't worry, it's not that hard, takes about half an hour to an hour depending on how tech savvy you are. It's quite fiddly and definitely not an official method. Here's what to do: 1. Create PSN account for couch co-op player (if not created already) 2.

The tutorial in step 8 explains how to do this in Bruteforce Save Data. The actual action of doing this is literally: 'right click, Update Account ID and copy PARAMS' within Bruteforce Save Data and it takes about 2 seconds, but there are several additional steps that must be followed to ensure that you're copying over the right ID etc. Once step 9 is complete, copy the updated save file back onto USB, then PS3, load Diablo 3 Reaper of Souls and it will now detect your couch co-op character! I have never edited any PS3 saves before and learnt all this in one afternoon just reading a bit online - it's not that hard and it's a lot better than losing a level 60 character. I'm not promising it'll work, but it fixed my issue and I imagine it'll fix all couch co-op 'can't export save data' issues and Reaper of Souls import issues.
